Utility Operator Assistant
The City of Gillett, Oconto County, WI is seeking a full-time Utility Operator Assistant.
The Utility Operator Assistant will report directly to the Utility Operator. Qualifications include High School diploma or equivalent, knowledge and experience in water/wastewater, operation, and maintenance. Possession of a valid Wisconsin Class AB Commercial Driver’s License (CDL) and effective oral and written communication skills.
WI DNR certification in Water Distribution and Ground Water and WI DNR Wastewater certification in Ponds, Lagoons, and Natural Systems, Disinfection, and Nutrient Removal – Total Phosphorus is REQUIRED. To obtain certifications:
The Utility Operator Assistant will assist in the operation of and maintenance of the water distribution system and wastewater plant. The work will include a wide variety of skilled and semi-skilled tasks, related to the operations of the wells, reservoirs, booster pumps, chemical feed equipment, water storage tanks, lift stations, lawn maintenance, plowing snow, water distribution system and wastewater collection system, testing, locate water and wastewater facilities in the field and city storm and electric, perform minor repairs on water and sewage system as required. Perform general maintenance and keep maintenance records on equipment within pump houses and sewage treatment plant and maintain water and sewer system, Report all building problems and mobile equipment breakdowns to Utility Operator. Candidate must be able to work alone and/or team with other departments, cross working with the Public Works department is a requirement. Must be able to work irregular and/or “on call” hours and rotating weekends as required, and a 20 minute response time required. Must possess a strong mechanical back ground. This position also has specific physical requirements and all weather exposures. Must be able to pass background check, physical, and drug screening.

GENERAL SUMMARY:
Work under supervision of Utility Operator and Department Head. The Utility Operator Assistant is responsible for the overall management of all utility operations, (except those that fall under the jurisdiction of the Public Works Department) including but not limited to water and sewer systems, snow removal, construction oversight, and municipal building maintenance. The Utility Operator Assistant reports directly to the Utility Operator and Department Head. The Utility Operator Assistant works closely with the Elected and Appointed Officials, city and Public Works staff, contractors, and the general public. This position is hourly and a full-time position.
City of Gillett Ordinance Water and Sewer Utility Chapter 20: §20-5
The Utility Operator and Department Head shall be appointed by the Common Council upon recommendation of the Utility Committee. The Utility Operator shall sere at the pleasure of the Common Council.
- General Duties. The Utility Operator shall take general charge of what water and sewerage systems, subject to the supervision and control of the Utility Committee. He shall perform such duties pertaining to the operation and maintenance of the water and sewerage systems as may from time to time be necessary. He shall make monthly and annual reports to the Utility Committee on matters relating to the management and operation of the Utilities.
- Other Duties. The Utility Operator and Department Head shall have the duties delegated to him by this chapter and by the Common Council per the job description.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Be certified or have ability to become certified as soon as possible or no later than 18 months from date of employment.
- Must be mechanically and electronically inclined.
-Person hired must begin immediately working toward becoming certified in the following areas:
- Ground Water
- Water Distribution
- General Wastewater
- Wastewater- Pond
- Keep all operating licenses up to date as required by the DNR. File copy yearly in personnel file.
- Valid Driver’s License and CDL.
PHYSICAL REQUIREMENTS:
- Able to work in confined spaces above or below ground.
- Able to lift 75 pounds.
Duties, Powers, and Responsibilities:
- Assist with and learn water and wastewater testing.
- Assist with Meter Reading.
- Assist with replacing water meters and remote readers.
- Assist with meter testing.
- Assist with valve exercising program and maintenance.
- Assist with main flushing.
- Assist with hydrant maintenance.
- Assist with valve box locating and mapping.
- Cover for utility operator vacation, sick, or emergency time.
- Rotation coverage for On Call Weekends and holiday on call duties.
- Other duties as directed by Utility Operator and Department Head or Utility Committee.
Progress will be reviewed every three months, up to time of certification. Failure to become certified in the above fields within the first 18 months of employment may be reason for termination base on determination of the Utility Committee.
